Enfield Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the exemptions or the non-compliances listed below.
Non-compliance with the accessibility regulations
The content listed below is non-accessible for the following reasons.
- Some images do not have a meaningful text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).
- There are some content with insufficient colour contrast. This fails WCAG 2.2 success criteria 1.4.3 (colour contrast minimum) and 1.4.11 (non-text contrast).
- In some places, the keyboard focus is not visible. This fails WCAG 2.2 success criterion 2.4.7 (focus visible).
- In some places (for example, the breadcrumbs navigation menu) information, structure, and relationships are not correctly conveyed. This fails WCAG 2.2 success criterion 1.3.1 (info and relationships).
- When zooming, the bottom part of the page is cut off. This fails WCAG 2.2 success criterion 1.4.4 (resize text).
- At 400% zoom, content does not fully reflow to fit the page. This fails WCAG 2.2 success criterion 1.4.10 (reflow).
- Some content is not fully keyboard accessible. This fails WCAG 2.2 success criterion 2.1.1 (keyboard).
- At 400%, the close button for the ReciteMe toolbar is partly cut off. This fails WCAG 2.2 success criterion 1.4.10 (Reflow). The issue has been reported to our suppliers. Delivery for the fix is not known at this time.
- Some PDF files contain contrast errors, are missing a language tag and are not tagged correctly. This fails WCAG 2.2 success criteria 1.1.1 Non-text Content, 1.3.1 Info and Relationships, 1.3.2 Meaningful Sequence, 2.4.2 Page Titled, 3.1.1 Language of Page. Our Human Resources team are creating accessible template files to replace the existing non-accessible files by January, 2025.
Disproportionate burden
At this time, we have not made any disproportionate burden claims.
Content that’s not within the scope of the accessibility regulations
The content listed below is non-accessible for the following reasons.
Video content
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations. We also have some existing pre-recorded video content that was published before 23 September 2020. This content is also exempt from the regulations.
PDF and other documents
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Online maps
Our service includes the use of online maps to show certain geographical information. These are not used for navigational purposes and are exempt under the regulations. If you require the information presented in an online map in a different format, please contact us to discuss reasonable adjustments.
Third party sites
We link to third party applications and external websites. We cannot guarantee that they are AA compliant, including on social media sites.
Testing and auditing
This website is crawled weekly by Sitemorse and a report is sent to the Enfield Council Web Team detailing accessibility errors or warnings identified by the crawler. The web team uses browser based tools like Google Lighthouse and WAVE Web Accessibility Evaluation (WAVE) tool for spot testing pages. Any identified accessibility errors are promptly communicated to our supplier Jobtrain for resolution.
Jobtrain is continually monitoring and auditing our system to improve accessibility, with accessibility tests for all new pieces of development. Additionally, continuous evaluation of the live system takes place. Any accessibility issues are raised with our internal development team to be rectified. We conduct spot checks using tools such as WAVE and Deque Axe.
