Enfield Council, like all other councils across the country, must operate a mandatory HMO licensing scheme for larger houses in multiple occupation (HMOs). In September 2020, we introduced a borough-wide scheme known as additional HMO licensing to improve property conditions and management standards in smaller HMOs. The additional HMO licensing scheme applies to properties occupied by three or four unrelated people sharing amenities. The additional HMO licensing scheme ends on 31 August 2025.

We want to hear your views on our proposals for a further borough-wide additional HMO property licensing scheme.

The scheme, if approved, will build on the work already achieved through the current scheme to improve property conditions and management standards in HMO properties with a view to being introduced in September 2025.

We will consider all views and comments received to formulate our final proposals to be submitted to the Council’s Cabinet for consideration in Spring 2025.

Who can participate in the consultation

We are keen to hear from London Borough of Enfield residents especially private tenants, landlords, managing and letting agents and any other stakeholder or organisation with an interest in the private rented sector.

How you can participate in the consultation
