Children who participate in public performances or entertainment under a licence issued by a local authority, are required by law to be supervised by a Council-approved chaperone, unless in the care of their parent, guardian or teacher.

A chaperone’s first duty is to the child in their care. They are responsible for safeguarding, supporting and promoting the wellbeing of the child.

Any adult (male or female) over 18 years old resident in Enfield may apply to Enfield Council to be approved as a chaperone. We must see evidence that you have an enhanced DBS (Disclosure and Barring Service) certificate, not more than three years old and stating his/her position as an Enfield Chaperone. We cannot issue a Chaperone Licence with a DBS certificate from another organisation.

Once issued, the licence is valid until the expiry of the DBS certificate —usually three years from the date of issue.

Currently, we do not charge volunteers who apply for a chaperone license, although it does take roughly three hours work and the cost of the Disclosure and Barring Service (DBS) check is about £7.00. We have processed 90 applications over the last three years.

We propose introducing a £75 charge for processing new licences and a charge of £25 for renewals, replacements and licences that need to be changed. These costs are in line with what a number of other London local authorities have introduced. The proposed charges are based on a full cost recovery approach that includes staff costs and payments the Council needs to make. If implemented, the proposal will be introduced from 1 April 2025.
