National Referral Mechanism cases
The National Referral Mechanism (NRM) is a system used by public authorities in the UK to identify and help potential victims of human trafficking and modern slavery. It makes sure that people referred to the system get the right care, protection, and legal support. The NRM process involves working with public services to find out if someone is a victim of trafficking. The process provides tailored support to help people recover and rebuild their lives.
Enfield council is taking part in an NRM Developed Decision-Making Pilot Scheme, which is overseen by the Home Office. The pilot aims to improve how local authorities make decisions when identifying and supporting victims of trafficking and modern slavery. This pilot includes children who are up to 17 years old and 100 days from their 18th birthday. The goal is to make the NRM process better by using more effective decision-making strategies from the agencies that know the children and young people best – this will make sure of a quicker and more thorough response to trafficking cases.
Enfield Council aims to set a standard for best practices in identifying and responding to trafficking and modern slavery cases. We want to make sure that victims are protected and supported through a trauma-informed approach.
Below are three videos that Enfield Council has produced to help professionals learn and be more aware.

This is designed to encourage professionals to ‘hear’ victims and think positively about the NRM process in areas that they might not have thought about.
FAQ’s about the NRM process and pilot programme. A collaboration of questions and answers that we have received about the NRM process. Advice is provided about making referrals more generally to improve the quality of referrals.
