North London Waste Plan - 2022
The north London boroughs of Barnet, Camden, Enfield, Hackney, Haringey, Islington, and Waltham Forest have prepared a waste plan. It was adopted by Enfield Council on 13 July 2022.
The North London Waste Plan (NLWP) identifies a range of suitable sites for the management of all of north London’s waste up to 2031 and includes policies and guidelines for making decisions on planning applications for waste development.

Edmonton Leeside Area Action Plan - 2020
The Edmonton Leeside Area Action Plan (ELAAP) was adopted by Enfield Council on 29 January 2020. The plan is now part of the development plan, and planning decisions within the Edmonton Leeside area must be taken in line with the plan, subject to other material considerations.

North East Enfield Area Action Plan - 2016
We formally adopted the North East Enfield Area Action Plan (NEEAAP) and Policies Map (PDF, 7141.61 KB) on 8 June 2016. Refer to the formal Adoption Statement (PDF, 25.9 KB). The Inspector formally delivered his report (PDF, 119.31 KB) into the soundness of the Plan to the council on 1 March 2016 and concluded the NEEAAP meets the criteria of soundness set out in the National Planning Policy Framework (NPPF) and is an appropriate basis for planning in the north east of the borough. This is an area-specific plan that responds to challenges and opportunities in this part of Enfield.
The NEEAAP is part of our Local Plan and will be used alongside the adopted Core Strategy, and the Development Management Document (DMD) to determine planning applications in the area.
The Area Action Plan (AAP) covers the area stretching from the M25 southwards to Ponders End. It includes Enfield Lock, Enfield Highway, Ponders End, Turkey Street and Southbury. Enfield's adopted Core Strategy (2010) identifies the North East of the borough as a strategic growth area with a focus on
change and regeneration.
The AAP will provide a comprehensive planning framework and identifies opportunity sites for redevelopment and key infrastructure in North East Enfield. It will be used to direct investment, redevelopment proposals, inform key infrastructure discussions and guide estate renewal projects.
The role of the Area Action Plan is to coordinate this period of change and guide both public and private investment. AAPs can stimulate regeneration, resolve conflicts, and provide policies to help ensure future investment meets the needs of communities.
This AAP is needed to provide detailed and area-specific policies. It aims to ensure that new development proposals bring real benefits, particularly by delivering sustainable communities, high quality environmental improvements, housing, affordable homes, jobs and community facilities.

Planning applications in Enfield are determined using the Adopted Core Strategy (PDF, 6563.8 KB), the adopted Development Management Document (2014) area based documents and relevant policies in the London Plan.
In November 2014, we adopted the Development Management Document (DMD) (PDF, 1637.37 KB). For more information, you can view the Adoption Statement (PDF, 97.95 KB).
The DMD is part of our Local Plan. Policies in the document are used with other adopted local plan policies to determine planning applications.

Inspector's report
The Inspector's final report (PDF, 133.22 KB), which concluded that the DMD provides an appropriate basis for the planning of the borough, satisfies the requirements of Section 20(5) of the 2004 Planning and Compulsory Purchase Act and meets the criteria for soundness in the National Planning Policy Framework.

Core Strategy - 2010
In November 2010 the council adopted the Core Strategy (PDF, 6563.8 KB) which sets the spatial planning framework for development of the borough over the next 10 to 20 years. It is a strategic document providing the broad strategy for the scale and distribution of development and the provision of supporting infrastructure. It contains core policies for guiding patterns of development.

The Meridian West Supplementary Planning Document was adopted by the Council on 7 June 2023.

Hadley Wood Neighbourhood Plan
Designation
The Hadley Wood Neighbourhood Forum (the Forum) and a revised Neighbourhood Area was approved by Enfield Council on 7 July 2015. The Public Notice Approval of Neighbourhood Area and Neighbourhood Forum (PDF, 594.96 KB) sets out details of these designations. The Forum was re-designated on 18 January 2021 - this did not pose any changes to the Neighbourhood Area.
Submission
The Forum ('the qualifying body') submitted its draft Neighbourhood Development Plan to Enfield Council on 26 October 2022. Enfield Council undertook consultation on the submission documents (as required by Regulation 16 of The Neighbourhood Planning (General) Regulations 2012 (as amended) between 21 December 2022 and 17 February 2023.
Examination
The Hadley Wood Neighbourhood Plan was formally submitted for examination on 2 May 2023, with the examination commencing on 17 May 2023. The HWNP Examiners Report - August 2023 (PDF, 1373.22 KB) concluded that the Neighbourhood Plan was sound subject to the proposed modifications.
Referendum
Enfield Council subsequently made the decision to proceed to referendum. View the Decision Statement (PDF, 674.83 KB). This took place on 2 November 2023. 95.4% of votes were in favour of a yes vote. The turnout was 30%. View the declaration of poll results (PDF, 448.1 KB).
Adoption
The Neighbourhood Plan was formally ‘Made’ at Full Council on 22 November 2023.
