Background
We have been preparing an outline planning application to regenerate the Montagu Industrial Estate with Henry Boot Developments (HBD). In 2020, we received planning consent for Phase 1 of the project to deliver nine new high-quality workspaces.
Although construction on Phase 1 was delayed by the pandemic, works began in early 2021 and is expected to be completed by Autumn 2021.
We are now progressing the regeneration of the wider Montagu Estate. There was a public consultation over December 2020 and January 2021 to show the community our emerging designs for the site, and aim to submit an application in early spring 2021.
Vital information for businesses
Since 2018, we have been working with tenants and other freeholders on the Montagu Estate over their potential relocation.
As part of this, we are preparing for a compulsory purchase order (CPO) to acquire parts of the estate not currently owned or where a purchase was not made through private negotiation. Subject to planning and further Cabinet approval, the CPO is likely to take place in spring 2021.
Some businesses may be able to stay, which will depend on whether they meet the very specific policy, feasibility and viability requirements for the new estate.
Cushman and Wakefield have been appointed to review the market for potential relocation of businesses impacted by the regeneration of the estate.

Any actions that might involve the relocation of tenants and freeholders from the site will be undertaken in accordance with local and regional policy. We aim to ensure the move is a smooth transition and causes minimal business disruptions.
We are supporting businesses relocating from the estate in a variety of ways:
- The Economic Development team can help identify alternative premises for businesses in the borough or the neighbouring areas. Once a site has been identified, the business owner will have to investigate further. They are free to appoint their own surveyor or consultant to deal with technical or legal details.
- Enterprise Enfield is an independent agency that has been approved by the Department for Business, Energy and Industrial Energy. They provide a range of business support services and has been recommended to existing operators.
- London Growth Hub offers support to existing businesses and start-ups
- Federation of Small Businesses are offering a one-year discounted membership, waiving the joining fee for businesses in Enfield. Enfield also offers £50 to each business that applies for support.
Advisors will be able to guide business owners through the process. If you have not appointed advisors, we can point you to RICS or other industry bodies who can help you find someone.
